俄罗斯黑手党魁首康斯坦丁（朗?普尔曼 Ron Perlman 饰）建造的一款名为“游戏”的电子游戏风行了天下，也令他的势力进一步扩大，对康斯坦丁感应一筹莫展的俄警方挑选向国际乞助，因而已经加入过国际差人大会的拉萨雷受邀前往莫斯科。因恐高症差点不能结业的警校门生康纳斯和拉萨雷的牢固班底：卡伦、泰克布雷、琼斯（Michael Winslow 饰）以及哈里上尉一同前往莫斯科，岂料甫一下飞机，拉萨雷就上错了车，消失于莫斯科的茫茫人海，其他的国际战士们只得自行完成使命。哈里应用各种监控装备密查康斯坦丁的消息却被霉运缠身，康纳斯则深深迷恋俄方派来的翻译美男。另一方面，康斯坦丁计划在新版游戏中加入黑客法式以攫取暴利，卡伦和康纳斯各展所长，接近康斯坦丁找到了后者的犯罪证据……
